Council tax is an aberration. It gives useless councils run by dickheads no incentive to be efficient or effective. It should be replaced I would get rid of most councils replacing them with 30 or so super councils that raise money through sales taxes and who are not allowed to run services themselves but simply to oversee the award of contracts to private enterprise.
