Do they not have 'passport photo machines' near you?
The concept is simple, and similar to a 'polaroid' 'camera'.
Designed by Mary Qwant's brother, Rex Quant, the Polaroid camera takes a picture and then develops it straight away. The quality is lower but you get the picture much much quicker.
Quant sold this technology to the UK border force and passport ministry in England. They built 'passport photo machines' and put them all over the country. As England owns the British virgin isles you should be able to find one of these machines in a shop or post office, or bank.
You put money into the machine and it will take photos of your head. Wait and collect the pictures.
It's all written down on the machines, they'll tell you, don't go until you get your picture which will come out of the side of the machine. You do have to pay first.
