Devolution = further reduction of accountability. It's a Wanker's Charter. Hence proposed and favoured by Tony Blair. I'm a bit behind with the news but guessing this is the cusp of what occurring. He's a paid up (where he got the membership money from unclear) World Economic Forum member.
