There is a view expressed by some that the issues in the SOH, have merely served to highlight the chronic underinvestment in sustaining capex by oil cos over the last decade. Ie. There were problems in store amyways. The forecasts for end of fossil fuels are out by decades. And US refiners can't easily run on domestic shale etc.
