History may not repeat but sometimes rhymes. Similar playbook now. It mentions Brazil which has recently had a good run. Small caps index EWZS just starting to take off. The PLA have a base near there at Port of Doraleh. Notice they don't get involved into the 2 way crossings. Without RNLI help there'd be more deaths like off Djibouti and the migrants would have second thoughts. So in effect the RNLI are introducing moral hazard into the equation.
