Seems like a plan ... but also loads of room for someone else to just say, why don't we bury data centres. NO noise, no visual polution, and use the geothermi,c cooling properties of the earth to certainly go some way in offset the cooling required. GEo thermic plus traditional compression liquid (fridge) methods gets much of the work done.
This is the thing with AI when you have Wall st running it and the people you vote for going... "yes please, Sir, thank you, yes do come in and sit down, tell me what you want to do and happen ... you're looking for 55,000 acres of green belt to build 650 grey 75 meter high data centres next to housing estates my spads and secretary tell me ... I don't think that's a problem, .. I sign here do I?"
AI data centres construction and placement should not be run like it has been. If they do that out the gate you can imagine the control and accountability down the line (15 years) ie, fking none, and it will instead be then current crop of nomark M.P.s who will tell voting public, 'lessons will be learnt'.
