A foot or more of snow has covered at least 17 states from New Mexico to New York, with authorities urging residents to stay at home to avoid the perilous conditions. Nearly a million people are without power, while 17,000 flights have been cancelled because of the weather. The freezing conditions persisted on Monday across at least half of the country.
