Britain offered the Republic of Ireland control of Northern Ireland if it dropped neutrality in the Second World War. Churchill sent two letters, in June 1940 and December 1941 offering a path to a single Irish state if the republic would join the Allied war effort and permitted British access to its strategic ports. Ireland refused, and continued to support neutrality towards the Axis powers.
