For comparison, this figure is around two-thirds of the population of the U.K.’s second-largest city, Birmingham." Should be 'emmigrating to' They are emmigrating from somewhere to somewhere else. They are immgrants emmigrating, not immigrants immigrating. But that's just my opinion and of course not actually worth much when stacked against my home town's immigrant per annum growth. Now back to the rest of the article.
