Civil servants have won their battle to work from home in a blow to efforts to end the pandemic-era practice.

Staff at the Office for National Statistics (ONS) defeated attempts to require them to come into the office for at least two days a week after a long row with their employer.

It comes after a series of data problems at the ONS, including issues with the accuracy of jobs market and inflation figures. The institution is cutting back some of its activities to focus on core national statistics.

Instead of requiring individual staff to attend the office twice a week, the agency now has an “overall organisational attendance target of 40pc”, according to the agreement announced by the Public and Commercial Services Union (PCS).

This means that some staff may choose to work from home entirely, while others may come into the office more regularly –although none of the workers will be compelled to do so.

The PCS Union had run a campaign including four ballots of members since 2024 to oppose the requirement to return to the workplace.

It argued that many staff “applied for and accepted roles on the basis that remote and flexible working would be a permanent feature”.

Instead workers will now only have to come into the office when there is a “clear, purposeful need”, according to the agreement. Those who refuse to attend will only be disciplined “in cases of persistent and unreasonable non-compliance”.

Staff with caring responsibilities, contracts which specify home-working or who were recruited before the requirement to attend twice per week will also get “additional flexibility”.
